REFACOF is an African women's network focused on promoting women's tenure rights to land and forests. Involving women in climate change and natural resource management programs is important because women play a key role yet have limited access and control. REFACOF works to advocate for women's participation in decision making around issues like REDD+ in Cameroon. ICRAF's theory of change could be more gender sensitive by mainstreaming gender considerations into goals, strategies, and indicators to effectively address gender, natural resources, and climate change. Lessons indicate the need for gender as an institutional choice and gender-responsive planning, programs, and budgets to move from imperative to action on gender issues.
