In Africa, most lands fall under complex tenure regimes, often legally owned by the state but subject to customary tenure systems. In some communities, the resulting hybrid systems are fraught with tenure insecurity; in areas where local institutions retain their legitimacy or the state has a strong positive presence, tenure is relatively secure for many inhabitants. Tenure security also varies depending on status, gender, age and other factors.
