Để nâng cao quy mô và tác động của PFES như là một nguồn kinh phí chính hỗ trợ cho ngành lâm nghiệp cần thực hiện các biện pháp sau: duy trì và tối đa hóa các khoản thu tiềm năng, thực hiện đầu tư chiến lược và sử dụng nguồn thu từ PFES hiệu quả, đồng thời mở rộng phạm vi các nguồn chi trả dịch vụ môi trường rừng tiềm năng.
