%X This report provides an analysis of natural resource governance including land and forest tenure in coastal mangrove forests in Indonesia, as part of a broader study that includes a global review and similar work in the Rufiji Delta in Tanzania. It analyzes national-level legal and institutional frameworks in order to provide an indication of how different sectoral regulations address mangrove governance and tenure, and how respective government authorities implement them. It also analyzes the practice of mangrove management, especially governance and institutional arrangements that are designed and implemented at the local level in order to better understand how they function and, ultimately, how they influence mangrove resources.
