The design of anti-corruption policies should take into account whether a country has bad, fair or good governance conditions.Anti-corruption policies limited to the forest sector are unlikely to work in countries with high corruption levels, which require systemic institutional changes. REDD+ is likely to be affected by corruption, but REDD+ monitoring, verification and reporting mechanisms can also contribute to reducing corruption.
