Governance is the act or manner of governing. Multilevel, multiactor, participatory governance allows stakeholders to negotiate, formulate and implement policy. Multilevel, multiactor governance of REDD+ schemes will be needed to overcome differences between government ministries, and to build the trust of investors and local citizens. Creating new forms of governance that allow stakeholders with different degrees of political influence and different interests to come together could be time consuming but will allow REDD+ to achieve the 3Es+.
