Integrated Natural Resources Management (INRM) aims to identify land*use practices that increase production while maintaining natural capit al and continuing to provide ecosystem services at local and global scales (Izac and Sanch ez 2001). The overall objective of INRM research and development activities is to help mana gers at various levels do a better job of managing natural resources. Natural resource manage ment problems that relate local stakeholder decisions are usually different at diff erent scales. The challenge is how should the opportunities for adaptive response among diverse i nterest groups, at a number of hierarchical levels, be included in the assessment of impacts on the livelihoods of rural people.
