Strategic plan for the Natural Resource Problems, Priorities and Policies Programme: 2000-2010

The Natural Resources Problems, Priorities and Policies Programme seeks to contribute to the ICRAF vision by providing methods and quantitative foundations for defining problems, setting priorities and reforming the policies that affect agroforestry innovation throughout ICRAF's mandate area. The primary client group for Programme One outputs is individuals and organizations that make and influence policies -- policy makers and policy shapers. Experiences gained in the past years suggest that the keys to effective an positive effects on policy makers and the policy process are: (1) provision of timely and sound scientific information about natural resource problems and the merits of agroforestry compared to other competing land-use systems for dealing with those problems; (2) long-term engagement in policy processes by senior ICRAF staff; (3) dialog with policy makers at different levels depending upon the context and the policy focus; and (4) formation of appropriate partnerships for detailed policy analysis. Our approach, therefore, is to conduct research on problem definition, priority setting, impact assessment, valuation and policy formulation within results-oriented projects that cut across disciplines, regions and thematic programmes.
