Rewarding Upland Poor for Environmental Service (RUPES) is testing mechanisms for water payments for the indigenous people of Bakun, Benguet. This paper presents the predetermined payment mechanism existing for the watershed functions of the Bakun Watershed and the activities being conducted by the RUPES Bakun and the Bakun Indigenous Tribes Organization (BITO) to achieve an effective, fair, and transparent environmental payment mechanism that will enhance their livelihood and alleviate poverty. This paper introduces the Rapid Hydrological Appraisal (RHA) as a tool to convey knowledge, experience and perceptions of the major groups of people who have direct influence in managing their landscapes.
