Achieving the goals of the UN Framework Convection on Climate Change (UNFCCC) will require reducing emissions well below the levels currently mandated in the Kyoto Protocol. Countries have two options for meeting emissions reductions targets: reducing domestic emissions or using the Flexible Mechanisms.
