At the meeting of the Board of Trustees In May 1980 the donors indicated their continued support for ICRAF as long as a proper focus was developed for the Council. In addition many indicated their willingness to second senior staff to ICRAF for periods of up to three years. A rational response to such offers requires the development of a staffing policy and, hence, a strategy on which to base it. Further, the strategy should outline the Council's perceived role. The Interim Director General and staff have addressed these problems and responses are outlined in more detail later in this report (page 5).
