The objective of scaling out and up was defined as leading to ‘more quality benefits to more people more quickly, more equitably and more lastingly over a wider geographic area (International Institute for Rural Reconstruction IIRR 2000). The general agreement is that, scaling up is not just about technologies but is more a development process of scaling up a vision starting from that of the farmers.
