Achieving Indonesia Net Sink FOLU 2030 Through Forest Restoration and The Community Livelihood Improvement Programme
As a country that is vulnerable to the impact of climate change and contributes to global greenhouse-gas emissions, Indonesia is highly committed to reduce its emissions. The Government of Indonesia has established a Long-Term Low Carbon and Climate Resilience Strategy through the LTS-LCCR 2050 document. Through the vision presented in the document, Indonesia will increase its GHG reduction ambitions through achieving the national peak of GHG emissions by 2030, where FoLU sectors have already reached the state of net sink with an achievement of 540 Mton CO2e in 2050, and by exploring opportunities to achieve faster progress towards net-sink emissions from all sectors by 2060. One of the mitigation efforts that can be carried out is forest rehabilitation with rotation and non-rotation.
So far, the RHL activities that have been carried out by the Ministry of Environment and Forestry have indicated a reduction in deforestation from 3.51 million ha in 1996 to 1.09 million ha in 2015, and 115,000 ha in 2020. The lowest in history. In addition, data on the land-cover quality index (IKTL) improved from 58.78 (2016) to 60.74 in 2020. Based on data in 2020, the area of critical land in Indonesia is currently around 13.7 million hectares spread across Indonesia, inside and outside the state forest area. Critical land in the forest area is mostly related to the presence of communities and their farming activities. Therefore, one of the keys to the success of RHL is empowering existing communities as well as utilizing the social assets of the communities to help prepare, implement and maintain RHL plans. In time, the communities will also obtain non-timber forest products that can increase their income. The implementation of RHL by empowering communities is expected not only to increase vegetation cover but also to improve the economy of the communities surrounding forests.
Goals or outputs to be achieved:
- To promote efforts to tackle land degradation and deforestation in Indonesia through RHL activities in meeting the 2030 FoLU Net Sink target
- To explain that RHL activities with a certain pattern can improve the welfare of the community
- To discuss opportunities for the use of information technology in the implementation of RHL
